For pet parents relocating to Dubai, the idea of leaving their pet behind is unthinkable. The United Arab Emirates (Dubai in particular) has grown into a thriving multicultural hub, with residents from every corner of the globe. As families and individuals move to the region, they often bring with them not just furniture and belongings, but pets too.
To ensure a smooth and legal transition for your pet, it is essential to understand the rules laid down by the Ministry of Climate Change and Environment (MOCCAE). They are the authority responsible for issuing import permits and overseeing animal entry protocols. Bringing a pet into the UAE involves precise documentation, timely vaccinations, and strict compliance with import regulations.
Before any permits are approved or paperwork processed, your pet must be microchipped. The UAE follows ISO standards 11784 and 11785, which are internationally recognized. The microchip must be readable and match the number listed on all supporting documents, including the health certificate and vaccination records.
Timing is critical here. The rabies vaccine must be administered on or after the date of microchipping. If a pet is vaccinated prior to being chipped, that vaccination will not be accepted. A fresh rabies shot will need to be administered after microchipping, followed by a 21-day waiting period.
In addition to rabies, pets must receive full core vaccinations:
All vaccines must be administered at least 21 days before travel but not more than 12 months prior to the date of arrival.
The UAE also enforces minimum age requirements: pets must be at least 12 weeks old when traveling from low-risk countries and 15 weeks old from high-risk countries.
For pets arriving from countries not classified as rabies-controlled, a Rabies Serum Neutralization Test (RSNT) is mandatory. This test measures whether the rabies vaccine has created adequate immunity, with a minimum acceptable antibody level of 0.5 IU/ml.
The test must be performed at least 21 days after vaccination and completed between 3 and 12 months prior to travel. It must be conducted by an internationally recognized laboratory.
However, pets coming from countries with recognized rabies control programs, including the UK, Germany, Australia, Japan, Singapore, Sweden, and New Zealand, among others, are exempt from the titer test.
Once vaccinations and test results are in order, you can apply for the MOCCAE import permit through their official portal. The permit is valid for 30 days from the date of issuance, and pets cannot be imported using an expired document.

All pets must enter the UAE as manifest cargo, not as cabin baggage or checked luggage. This is in line with IATA (International Air Transport Association) regulations, which also specify crate size, ventilation, and labelling standards.

The UAE has a firm stance on the import of dog breeds deemed dangerous or aggressive. The following are prohibited from import, regardless of individual temperament:
